The Implementation Measures of China Center of Adoption Affairs Entrust Adoption Organizations to Look for Adoptive Families for Disabled Children and Older Children

    In order that the disabled children and older children (three years old and above) (herein after referred to as children of special needs) living in the social welfare institutes will be able to return home and obtain the paternal love and maternal love, the China Center of Adoption Affairs has decided to entrust some of the adoption organizations to look for families for the children of special needs.The specific implementation measures are as follows:

A. The fundamental conditions for the entrusted adoption organizations:
  1. Organizations which have a certain scope of adoption and adopt over 30 Chinese children annually;
  2. Organizations which have accumulated certain experience in intercountry adoption and have been engaged in intercountry adoption more than 5 years;
  3. Organizations with perfect setup and professional staff, board of directors and office sites, special departments and professional members responsible for finding families for the ¡children of special needs;
  4. Organizations which can provide such special services as psychological counseling and nursing training etc., and timely submit feedback report on the post placement of the adopted children.

B. The fundamental requirements for the adopters:

  1. The adopters imbued with love for the children and fine psychological preparedness and quality for parenting the children of special needs;
  2. Adopters equipped with experience and skill for taking care of the children of special needs;
  3. Adopters possessing environment and conditions beneficial to the rehabilitation of the sick and disabled children;
  4. Adopters having good financial resources and the annual income above the average adopters.

C. The Process of Entrusting the Adoption Organizations:

  1. The adoption organizations should submit their applications and relevant documents to the CCAA for assisting the placement of the children of special needs, stating that they possess the conditions and capability for the entrustment;
  2. The China Center of Adoption Affairs will examine the fundamental conditions of the adoption organizations and confirm the qualifications for their assistance in the placement of the children of special needs;
  3. The CCAA will sign agreement with the confirmed adoption organizations.

D. Measures for Encouraging Adoption of the children of special needs:

The CCAA has established a green passage for the adoption of the children of special needs and will expedite the process of the documents of the adopters without exception, who are qualified for the adoption of the children of special needs, so as to shorten the adoptive waiting period of time. At the same time, preferential treatment in payment will be given to the adopters adopting the sick and disabled children as an encouragement.

E. Points for Attention:

  1. The looking for families to adopt children of special needs is an arduous task involved in strict policy and facing with great difficulties. Therefore, the principles of voluntariness, of proceeding from actual situation and holding high responsibility for the parties involved in the adoption should be maintained.
  2. After the adoption organizations have received the documentation concerning the recommendation of the children of special needs, they should go strictly by the facts in recommending the children's materials and actual situation to the adoptive families for their free choice.
  3. The adoption organizations should refrain from publicizing and introducing photos and materials of the children of special needs through media. Language of discrimination and prejudice should never be used in recommending the materials of the children of special needs.
  4. The adoption organizations can only place the children of special needs recommended by the China Center of Adoption Affairs, and should not look for and select the children of special needs from China's social welfare institutes without authorization.
